Can I make it so certain sites can use all PHP functions? and the others cant?

Depending on your servers actual security anyone can bypass a php configuration by simply making a new file in file manager called

(php.ini)

Edit the file

safe_mode = off
disable_functions =

thats basically it

We made it so thats not possible.
