Every *PSD design is compatible with every Forum Software, there is no "This can be only used for IPB", or "This is only compatible with vB 3.x version". You just need a good coder, e.g. Guys from PureVB.com are awesome when it comes to coding of styles for vB4.

Yes Jason is right. At this point since it's the PSD it can be coded for anything. Yes Flash did make a beautiful skin on this one. I'm very sad that I'm not going to get to use it was very excited.
