Usually forum requires at least 1 minute. I'm not planning to lower it down to seconds, it would also look more like flooding.

You can't flood a forum, because every forum have time limit between posts... 60secs, 120 secs, etc...

I own a blog, sometimes I just want to fill it up with posts, faster, the better.
I don't have to fill up other forums, they have time barrier, so, even if I wanted to, I can't, because of that. But my own blog doesn't have time limit.

For example, I have already about 5000 posts prepared for my new project.
So, to fill it up, I would need to wait 5000 minutes In that case, even 2500 minutes sounds better, from 5000

You can just choose 0 if / when you post in blogs. That option is available right now.
