do you mean a cache to cache the output files (html,xml,etc.) or an op-code cache? no idea which kind of cache you are searching for.

Check out http://www.smarty.net/ It's a whole template engine with cache support and everything. Great plugin system too. Will take you a day to get your head around it if your not used to template engines but it's worth it. It's a very popular one with lots of tutorials and support in the forum.

hmm!
its there in dle to clear cache.
Click on> Clear Smart Cache


Just do that and it will automatically clear it.
If u are using below dle 8.3 then u may upgrade to new version.

You can manually delete it too
If you see in any other site the cache delete files in engine/cache folder
So, follow these steps:
1. Login into FTP account
2. Go to engine/cache
3. Make a backup of that directory
4. Delete all .tmp files inside that

eg:  informer_x_123.tmp
 related_x_123.tmp
 tagscloud_x_123.tmp

5. Then go to engine/cache/system
Delete all files there (including php files)
only Leave .htaccess file
6. Check back your cache size.
