First off you will need hosting & a domain name.
I reccomend going for a paid host & not free hosting, will be better in the long run for your site.
Then you will want to install WORDPRESS. Its easy to install, all you gotta do is edit a file and make a database then voila.. your blog is set up..
It isn't hard to do and a few google searches will help you on your way
