Your options are quite simple as I see it.

1. Verify your account and do as PayPal ask for limitations to be lifted.
Or
2. Count it as a loss and move on.

no need to verify with vcc... only need credit card if you have and you add so u got lifted limitation or other way wait 6 month

Get yourself a credit card in real life, verify it on PayPal. Upload your ID or Passport Scan in PayPal's Resolution Center. And your account won't be limited anymore.
