if http is working, place a direct download file at http some location, then download with SSH at another server with command :

wget http://LINK HERE

Use SCP:

scp file.tar.gz root@10.0.0.1:/home

Replace "file.tar.gz" for your file name, "10.0.0.1" for the IP of the remote server and "/home" for the remote directory.

You must be in the directory where are the file before running command or set the full path to the file, for example

scp /home/testuser/file.tar.gz root@10.0.0.1:/home
