First make category from admin section like Name: Main and URL: " /main/ "

Than Open your main.tpl and add the same like

<a href="/main/">Main</a>

But SEO Must be Enable with Style either 1, 2 or 3

In the category section of admin panel, near the category id you can find "position" column. Enter position numbers for your categories and press "sort category" button at the bottom.
