It's an old school message board, all of them were like that before. Just answer me one question, why would you want to go back? this is the Internet. Things change, the only reason why is that site still the same is that no one updated it.
They're using some CGI message board script.. It could be custom, but I doubt it. So search around some CGI message board scripts.

BBS means Bulletin Board Script, and BBS = Forum. Same meaning. I already told you, Google around CGI message board scripts. That's the best way of finding similar script.
