A few quick questions. Firstly, is there any policy to keep server overloading to a minimum? Secondly, what encoding software is available? I need one which is capable of encoding to x264 in MKV container. Thirdly, is private torrenting allowed?

Policy is the clients will never exceed 8-9, with 24GB RAM i can assue u will get 3-4GB RAM as always for sure.
For encoding, megui is there and rest u can configure your own applications.
Yes PRIVATE TORRENTS are allowed.

Hello. Im yours customer My oppinion Good server but u should be added more space into hd c: 350mb is too small. If somebody using handbrake for encoding is bad becouse this app wrote into temp directory into hd c: if somebody encoding bluray to small size must have got more space. minimum 1 gb for temp file. in handbrake options cant change temp directory

If this is true, then it is definitely an issue that needs to be sorted before I consider ordering. My files will be going from 2-3GB to 1GB files, and therefore the temp folder must be larger. If this is sorted, let me know. I will place my order then.
