Problem while renewing Rpnet account

Today when I was trying to renew my rpnet account through my paypal acc i got an error at the time paying that

paypal doesn't allow your country to ship with this merchant

Any body can explain what does it mean??

You should contact Lifetalk and see if there is a different methode you can use to pay.

But it means that paypal has blocked your country from sending money to his country.
