Dont matter where you buy the domain from with regards to the DMCA.

You will get DMCA notices no matter where you registered.

However I think you should choose from these registrar:

1, GoDaddy (cheap and the biggest)
2, NameCheap (cheap and almost all domain comes w/ free privacy protection)
3, Joker (good prices & sometimes they have huge sale)
