That’s not strictly true, per say, the big hosts will of course make a decent profit, however the new hosts probably don’t, what i mean is, if you paying uploaders whatever amount, and paying bandwidth and server fees, yet don’t have enough premium subscribers/ads you are bound to lose money, which is possibly why some of the new hosts turn into scam hosts (e.g. the admin doesn’t want to lose money so decides not to pay whatever ridiculous amount he offered), on the other hand the admin may just be an out and out scammer.....

I agree with you on the other points however, and to be completely honest i think it would be good if PayPal did find themselves in a lawsuit, at the moment they are a monopoly and when dealing with issues they do what they like not what they are supposed to do (e.g. in the cases of Bank fraud).

You don’t and that’s the problem, too many new file hosts start with either a cheap dedicated server or not even a dedicated server and certainly don’t have a legal team or enough capital to create a stable and long standing file host, which is why it would be better for everyone if uploaders stayed with the established hosts (e.g. rapidshare, megaupload etc) who actually have the funds instead of jumping on the bandwagon to every new file host who offers more money to upload to them.
