PR-9/8/7 Sites.....Blog Links....Why?

There are lots of people share a huge lists of PR-9/8/7 or so site/blog names or links.....
I still wanna know how to use them?
Should I submit my site/blog link to them manually after registering?
Or is there any automatic process to do so?

Never used before.....where can i get it freely?
Got some....but with trojans...
If any other useful tool set is available, please mention the names or download links...

yes scrapebox will be usefull with huge blog links...
I think it's better to buy it cause the only versions free doesn't work well (some fuctions, like download plugin not work).

BTW These lists for sale have limited use. Blogs disappear and all these sites should have certain requirements (dofollow etc) to be useful.
