Got Struck!!Help Needed!!

I created my pp account 4 month ago and the money that i all had in it i gave it to the vcc provider,he verified my paypal for the money.Now paypal has fucked the Indians and it has no use in india..
I want to buy vcc for my alert pay account,I have something like 12 $ in my hotfile and fileserve both that i earned by uploading.I don't have a verified AP account,i want to verify it to buy and sell things,what should i do.i reach minimum payout,then withraw it to alertpay,i cannot do anything else unless its not verified.
Is there anyone who can verify my alert pay through vcc...i can pay him after he has verified my account
Is there anyone that can help me......

you could report to pp your vcc seller if they take out the money from your account
