How is this different from something like Linkbucks?

I've never used linksbucks so i dont know how they work
but we wont have any full page adverts/pop-ups or anything like
that we will only have 3 stationary adverts left hand side,
right hand side and one on top no malicious adverts like other have.

Don't use a lame system like FSC :/.

Unfortunately something along those lines must be used to look over all
payments/accounts to check for any malicious activity or we may use
something like fileserve has, not sure at the moment.

What if there was a way to to do cash-linking completely advert-free?

I think all cash links should be banned, I don't trust them and they take a bit of time to load and too many people abuse them by posting hundreds of cash links a month.

Thing that pisses me off the most about this is that Leechers will copy someone else's upload chuck a URL Cash infront of it and make money off it...

Yes Ban it because it quite often leads to SPAM and PISSING.

They subject the viewers to extra unneccessary advertising through banners or redirects which BOTH can contain adware or all sorts of viruses.

personally I hate it and if I see sets with cash hosts I don't bother wasting my time there. They're slow, cumbersome and I have yet to find any easy way to download images

Accessing the pictures is so cumbersome and difficult that I systematically never look at pictures that are on that site.

But if used in moderation i.e. like safelinking.net and if a commission
was offered to webmaster that could change their mind and i might also
offer a service i.e. if users are abusing the service (like 10+ complaint)
they get banned and all their links become inactive which should deter
spammers as this service does not and will not promote spamming.

I know not everything is full proof but we work in the interest of the
website owners and the consumers, affiliates are also important but
there is always the guy who takes the piss.

Well, it's a good idea but good luck convincing forums to allow it. You'll have to have people who go to large forums and try to convince them to allow your site.

In most cases the majority wins and website owners will never pass
the chance to earn extra money especially if it does not require too
much work from them
