Few approaches:
- only those users can post in Downloads area who have X posts and are member of the community since X time.
OR
- the above said example: new users are registered in a group where they don't have permissions to post uploads, only in the forum. After invited by an uploader, they can get access to the downloads area too, but every uploader is responsible for the user they invite.
OR
- a simple approval system before posts goes online.

Ofcourse it works well, but there is always price you have to pay for it a.k.a less traffic. But website is pretty much keeping you on top so.. you're good.

to prevent FAKE POSTER.. i think you have to add more moderator to each section may 10~15 moderator.

that is too many moderators.

if u want to see the number of members joining grow. u can always just permanently disable creating new threads for new members unless it's an invite. same thing as closed forums but u gain alot of new members in the process

Well for the time being registrations will just be closed, and only staff will send invites.

Well it's harder to control such issues on a forum unless you give posting permissions to specific members only, and/or validate each article before it gets published.

Personally I would apply the first option..
