Most of the VPS that I've found are only 12.5 MB/s and with the VPS that I currently have (though I have doubts where it is really 12.5 MB/s) it doesn't seem to be fast enough.
If I can get 12.5 MB/s or higher then I would consider it -- running a gaming server so I need the faster speeds all of the time (hence looking for a dedi) but if I could get a sufficient VPS that would be great.

No one will give you a deal with those specs and your budget here is why :
1. Standard Windows License is $20 - $25 a month
2. 100 GB HD is too low for a Datacenter to put in as they dont make any money off it.
3. 3 GB of ram will not happen.
4. 2 TB could get that .
5. 100mbps is high for a low - end server, most likely come in a 10mbps lot.
My suggestion is buy a pre-made dedicated server from soft layer or a US datacenter.
Here is an example of what you should be looking for ,
Dual Core ATOM
2GB RAM
500GB HDD

Get a VPS on a GBit port, would be much better for that kind of money. But get it only from hosts that don't allow torrents & stuff like that, because it would kill your data transfer.
By the way, what is the game you're looking the server for? Are you sure it doesn't have a linux dedicated server software?
