image mouse over effect ?

How can I add a flashing mouse over effect on a gif image, look at the 5 images on top of our forum here (besthostingforums.com) and put the mouse courser on one of the images then without clicking you will notice a flashing effect, I should mention that this is not built in with the gif file but rather an html/php featur or may be java effect but I am not sure...

Any idea how can I do that effect ?
