There are some free templates like that .

Get one and make some minor changes ( gfx - logo etc...)

Coding one will take time/money + very likely to have bugs

Ofcourse coding will take time and money, but it's better to get somewhat of unique design for DLE instead using ones used by xxxx other people.
Also, why will it have bugs? Don't talk about something you don't know, adjusting templates for DLE is not hard.

Why is it likely that it'll have bugs? If the coder knows what he/she's doing, I would say it's a smaller chance there'll be any bugs..
