Maybe they have exams
You have to give members a chace to prove they're good for ''x job''. When I look for staff I usually look out for:
- Activeness on forum (Participates in site discussions etc)
- Professionalism
- Are they friendly?
- List is on-going.
Post an announcement saying staff applications are now open it might help.

@ Hawk : yes I have even set up a modification on my board to sign up for staff. And indeed there where some reactions on it, but when I promoted them to (for instance) junior moderator, then they never came back . So I am still convinced that good staff is hard to find
Not that I am complaining on my staff, but still,... It can always BE better.
And indeed, it could be so that they have exams, I totally forget that sometimes, that most of all members are still going to school. As it has been 11 years that I finished my school.

idk i just noticed ppl slack off and stop being as active after, its like "i got the mod position so now i dont have to be as active or post as much"

I've had issues with members posting topics which had links to - crappy - link protection sites. After looking into it I noticed these topics are made by 'bot accounts'. Check out the IP's and you'll prolly see quite a few member use the same IP. Its a bot so I'd filter the IP(s).
