Germany is not offshore.

It is offshore if you are from USA and if you want to be hosted in Germany. There are certain laws that aren't valid in Germany, while they're valid in USA. So your site couldn't be taken down for that.

But nulled scripts, hacking sites, carding sites, child abuse sites and anything similar isn't allowed anywhere.

It's just a marketing trick.
