Problem with uploading(please help)

Can somebody help me?Everytime I upload files,which are more than 2gb i get this error
SID: 21116 : Negative Content Length detected

I am premium,so the limit of 5 gb is ok,but i can't even upload more than 2gb.And I found this post from somebody:
'This is because of Intrusion detection
go to policies
select intrustion prevention
right click -edit
click on execption click on add
look for that particular sid.
check log or ignore'
But i can't find Policies and thus intrusion detection in my computer .Where is it located,in my computer,or?

switch to 64 bit it is problem with lfs google it

That's a good idea,but it will take a lot of time,and it something might happen to my pc.I just need somebody with vista,and(I am with symanthec endpoint protection) to tell me where is this 'policies' and i will fix it.
