What you are asking will require a ton of work. He would have to go to each of the 200 forums, register and go into pretty much each and every section to get the ID.

I don't want to act smart, and 100$ is probably too much, but don't expect someone to do this for you and be payed 20$, unless he is totally mad

Making v3m templates is not that easy job, and even better part - you need to know how to make them.(you need to add cookies and other things...).
