If you have old account you should be fine

what do you mean old account? if i want from new account?

what I have noticed is that if you have old facebook account, you can send as many friend request you want without problem. If you make new account and try to do same they will block your account very fast.

Not true, it works like this. If those who you add don't add/accept you, your account will be flagged as a spam account, and you won't be able to add anyone.

Sure, ofcourse if those people know you and accept your request it is fine
I just think thread starter wanted to use some kind of email list or like that.
