I get this, even after I updated my nameservers, waited 1 day and have the install.php at chmod 777. I don't know what I'm doing wrong?

You are using IIS. That thing has more holes than swiss cheese.
Get Apache. Save yourself.

i too am having a problem with one of my servers when i get time ill look into it n get bk to you on this also using namecheap

Djlatino just start off with shared hosting, it's pretty cheap, just a few $$$ per month, and much easier. OR if you want/need a VPS just ask to get a managed linux VPS for your website, I know XSLtel and KnownSRV do that.
