@ Drinkordie can you guide us properly and yes i translated russian into english many people having this problem if you can solve this issue that would be awsome

Open fullstory.tpl of your template with notepad

Go to File > Save As
Do like this:



Save As Type: All Files
Encoding: UTF 8

If the problem persists then do what cgworld says

If then not even solved, then you need to change in your server settings.
