what kind of service do I need to be able to do these:

1. remote down/upload with high speed to free filehosters using remote HDD
2. installing my programs to the remote HDD
3. the service provider allows w@rez down and upload and running torrent
4. gives me dynamic IP

Is this called VPS or seedserver or what?
