RDP - Has the limitation of not being able to install your own program without having admin access its just a normal user account. You would've to ask an admin of that vps server to install a program for you most likely you're probably sharing this vps server Diskspace/Ram/bandwidth with about 20 or more user depending on the RDP Hosting Provider.
Windows VPS - Like having your own dedicated pc right at home it works the sameway has your home pc being able to install your own program the only thing you're locked down to is Diskspace/Ram/Bandwidth depending on the Windows VPS Hosting Provider.

RDP=Protocol you use to remote login to access windows machines
VPS=Virtual Private Server.A slice of a dedi
@OP: I`d suggest you go for linux VPS with Gnome and install all you like
@robert420 : i cant believe your noobishness in stating that you cant install your own programs via RDP? want me to show you HOW TO DO IT?

He asked what's the difference of having RDP account that's provider to him by a provider vs having to purchase a Windows VPS server he asked about the pros / cons of it so I answered it you called me a noob first.
1. If he/she purchase RDP account from a someone selling them he won't be able to install his own programs. He would've to request the admin who owns that dedicated or windows vps server to install the program for him.
2. If he/she has purchase windows vps server then yes they can install there own program while using RDP.
OP is talking about regular RDP accounts they don't have admin access.
