No host that is reputable and right in his head will allow this.

Imagine you are the person on the other end, and keep getting spammed. Im sure you wont like it.

man we not spamming my client wants to send product info to their subscribers approx 2000 mail per hr

but i took a vps from tehwebz and they format my vps without any info and my client lost their data .

after they give me upgraded pack as they accept their fault after some hr they terminate my account saying you still sending mails can any body told me how my client send mail without server setup.
