Propz is default vBulletin reputation. Phantom only added the button to the postbit.

Doesn't look like the reputation system to be honest, with the reputation system you are not shown who added reputation in the postbit, I personally think its a edited version of the thanks system:

It's fucking default vB Reputation , ask Phantom if you think it's Thank you hack, it fucking isn't. He just coded to show it self in postbit. It's not so hard really.

To confirm it's reputation not thank you hack and it was Phantoms code. You gotta ask him for it.
