If you are starting a video hosting site ike youtube, you will probably use mediashare suite (same script as youtube), I suggest go with a Core 2 Quad 8 GB RAM and 5TB BW.
You can get a 1GBps Core 2 Quad for $190 and a UL BW 100MBps Core 2 Quad for $170.

You wont have a problem loading videos on it

well if u are only just starting u probably wudnt need a dedicated str8 off......but to save time in future its probably best but i dont think a dedi is needed str8 away

You cant start a video site on shared hosting and vps wont take that much load and will stream videos slow plus you need codecs like FFMPEG to be installed too
