Uh, in case you did not read OP, he says he has rar installed.

/usr/local/bin/unrar e file.rar /outputfolderpath/

I'm just posting all the steps and telling him to update his system. Also, the EPEL repo might catch a newer version of unrar that would work.
And if he was sure everything was installed, I gave him the correct command so he could re check it.
