I think they're referring to meta keywords and a meta description.
So in your <head>......</head>
you'd have
<meta name="description" content="This is a line to describe my webpage and what can be found on it." />
<meta name="keywords" content="these, are, keywords, that, my, page, is, about, and, that, I, want, to, rank, in, searches, for." />This is the staff, you have been banned
