if your site consume high cpu then every shared host will suspend you .

i mean rapidleech host not shared host, and their cpu always 100% even i leech nothing

just ignore this cpu load its does not matter . basically its shows if u have 1cpu and in that time if your cpu load become 1. then you will see cpu load is 100% so just ignore it..
