Then dont pay them and try to trace the paypal

Regarding reporting if it becomes continious just send a mail to hotmail reporting abuse and spam with the users email..

try and forward the mail to abuse@hotmail.com
I forward all phishing email to the abuse@ for the company involved

I am 100% sure its a bluff, but just to be sure, close your forums registrations for a while and see whether they spam or not. If they do, ban their IPs and accounts.

Another thing, if you dont want to close registration, you can change some settings to moderate each individual before they are allowed to post, some big forums do this to avoid spam.

Clever idea by the person who sent it though.
You could improve on the whole system too. Set up a small DDL Site get added to a few autosubmitters and you'll have a large collection of warez webmaster emails in a few days. Auto spam them with threats, not just cp ones but others like reporting their downloads or real names to authorizes and your bound to get a few noobs that will pay as long as you don't ask for too much. You don't need to spam their site, report their downloads just threaten them.
Those guys sending out emails saying I'm the king of a small country in Africa wouldn't be sending out automated emails if their wasn't the odd idiot who gave them details.

Install keycaptcha on your forum and delete all the spam related threads and ban the users. I am sure they will get exhausted doing it again and again. Don't worry about something on which you have control. Let them try. It would be a fun for me.
