    Escalating a claim in paypal will do you no good. They don't care about intangible goods you buy. It has to be something physical, maybe you can try saying it was an unauthorized use of your account and you weren't the one that made the purchase. That's your only chance of getting any money back.

    You mentioned your seller indicate will not refund to you after your
    communication in your last mail. I locate and review your case
    PP-XXX-XXX-XXX which is in the Buyer and Seller conversation status.

    As my college Mahria has told you in the last email, if the seller and
    you are unable to resolve the dispute, both of you can escalate the
    dispute to a PayPal claim.

    If you do not know how to escalate this case to a claim, you can contact
    us via phone directly.

    As the item you brought is intangible, according to PayPal legal
    agreement, we are unable to investigate claims involving Virtual or
    Intangible items. PayPal's Buyer Complaint policy only applies to
    tangible, physical goods that can be shipped. Payments for intangible
    items, services, licenses, or other digital content are not eligible for
    dispute resolution. In addition, items prohibited in the PayPal
    Acceptable Use policy are ineligible.

    Though PayPal will not take any action on either account for your case
    at this time, we do keep track of buyer complaints and have noted your
    dissatisfaction in the seller's account. Sellers who consistently are
    subject to buyer complaints are investigated.
