No it's still invitation only (beta) and they are turning it on and off for the future. And it's Google+ not Google+1. The +1 is the button.

It's being turned on an off due to the "Insane" demand as Vic Gundotra described. If you have an invite you can just return later and accept it.

Google want to roll it out slowly like they did with gmail.

I waited for a few hours and then I could register a few mins back. Its nice
