I think the search query is quite self explanatory. You are asking the search engines to give you a site which has a TLD of .gov. You are also asking to give government websites which have ?blog? in their URL and providing optional sentences which are quite common on blogs like ?post a comment? or ?you must be logged in? and ?keyword?.
