You need to put money upfront if you want start a successful business.

Couldn't someone purchase the license legitimately then use a nulled one so they can use WHMCS on multiple domains?

Nulled WHMCS have exploits depend on your version, this is why is really a bad idea.

It is not a good idea to earn money at first and then invest. Though there are many individuals cropping up lately who think like that and go out of business in a month or two.
