New website - SQL issue

I transferred from a Linux VPS to share web hosting (I don't need to use anything other than forum/similar scripts, also I didn't want to pay forcPanel for myself).

I added in the IP of my website with the user/password for the SQL account but for some reason it won't connect, it was (and still is, with my old host) working perfectly fine and even with a user with the host set to % won't work.

Error message:

Error: Unable to connect to MySQL server. MySQL server is offline or you dont have access to connect to it or username/password is wrong.

MySQL reported: Lost connection to MySQL server at 'reading initial communication packet', system error: 110.

Suggestions:
1) Recheck your MySQL username and password in website's config.php file.
2) Try start MySQL server on your host, maybee there is no connection.
3) Give 'admin' rights to user (site) that you using to connect to MySQL.

Turns out it was a host-side issue (port 3306 outgoing was blocked).

They fixed it
