First of all, you should learn forum installation and administration of free host.
Some free forums are available (MyBB, phpbb, etc..)

after that you need to order a shared host (monthly payment would be better in case you need to change it), it'll cost you around 3-7 $ monthly.

There many topics about SEO, you need to read them.

About earning from ads, never if your site is new.

If your goal is only earning, don't start your website, cause it'll fail.

do not ever try to ads on a new site...coz you will never earn from them...after having a more than decent traffic you can put ads...

1. It will cost you approximately 3$ per month with shared hosting .
2.Use phpbb - its easy to use , but you have to read a couple of hundreds pages about SEO before the good results.Forget about DDL submission - FOR ME THAT IS PURE CRAP .(just my opinion)
3.No need for advertising if you have good SEO .
4.Yes after 4-5-6-7-8-9 months - depends on you

Use SMF - its Free, Easy to use and good for SEO

SMF is not that good, i'll recommend you to use MyBB its easy to operate and light.

I Recommend To Use Phpbb b'coz it is open source software and also very easy to use

it and there are many webhost to host the phpbb files
