Retrieval of remote file failed!

Whats Up KWWH?
I am having this problem, I have Template Shares[TSSE] Torrent Tracker installed. On my shared hosting, it uploaded torrents and IMDB and Images fine. I transferred to my own VPS with Ubuntu 8.4 and I installed TSSE. When I upload a torrent, it works, but if I try to remotely add an NFO file or IMG for the torrent I get this error:

An error has occured!
Retrieval of remote file failed!

It remotely uploads the torrent file, but not the NFO and it wont let me add an Image link even.

I believe it has something to so with my server and something I need to install. Im guessing it has to do with remote uploads. I would REALLY appreciate ANY help I can get.

Is there some sort of control panel that tells you about the systems information, usually there will be info on stuff that needs to be installed, if there isn't something like this is there a requirements page or something that comes with the software?

I have searched everywhere for information and cannot find what Im looking for. Its very frustrating.

Could it be because I'm using php 5.3?
I just noticed that I was using 5.2.17 on the shared hosting.
Would that cause problems?
