you have to pay a licence if you start a web radio and not a lot of hosts allow it
or you could get a VPS and make your own script but then again it would not be that profitable

I was also thinking about starting a web radio, I don't think you need a license

if its pirate radio it doesn't need license...but if you want to make it perfectly legal you have to purchase a license.
