install avidemux -->drag the video into avidemux --> enter the start frame -->enter the end frame-->ctrl+s-->give a name --> DONE!

Get a video editor (these can be as simple or complicated as you want). Move the left marker to the frame you want to be the first and then drag the right marker to the last frame.

^^using a video editor on a remote desktop via rdp is not exactly the most convinient thing to do imo..

moreover i doubt it would be allowed as they hog resources

I've tried a couple of those 'quick' splitters, but the hogging was not that bad. Those who reencode the frames probably do .....

You guys didnt get what i say
i am saying thatt on rdp its not possiblew to work like real pc
so tell me any software which cut me a small video from a movie without showing it or playing it

did you try doing avidemux?it does not play anything unless you choose to do so.
