Clarification on Warez-Linking / Warez-Hosting friendly Countries

NL, Russia, Hong Kong, and Malaysia are best for warez hosting and dont dare to use germany servers for anything related to warez even if the host allows as they (Germany) have changed the rules recently....and mind it that in the above mentioned countries not all host allows warez hosting so ask the host that allows warez hosting

I'm looking for some people to get me straight on what is allowed where. Warez-linking (Which countries allow it and will not be bothered with DMCA notices) Warez-Hosting (Which countries allow this?)
