Need some more help with HTML/CSS(certically centering a navigation thing)

aight so im trying to code atemplate(just to practise) and i cant make the text in the navbar center in IE and firefox
anyone know ohw?

EDIT: Another issue- The links thing isnt centered, so id appreciate if anyone could direct me on horizontally centering that
