If you're just starting a forum all you need will be offshore hosting (if using nulled forum system).

As for the addons at first I'd say you don't need any really as no addon is needed to run a warez forum they just can make it easier and can be nice features. So if I was you I'd find a good reputable hosting company on here and just start clean and then as it progresses you can add more things to it.
