There is not such a thing as newbie when it comes to reading. He's lazy, very lazy and that's it.

It's well explained on filehosts HOW and WHEN they pay. If he doesn't understand english, he can use translator or ask someone who speaks his language to help him but creating thread on forum, asking someone to screenshot him text that is available to everyone and is written in english is simply childish.
