Personally, I would recommend you check out myrapidleech.net. They have really fast servers for their Sborg hosting. Very good support also. Their Sborg hostings cost more than what your budget is at 12 USD a month though, but it's really worth it.

i want with tehhost.. and got 13.50$ one today...
